Summary

Component or fixVersion does not get assigned to issues if the Component or fixVersion name is used in another Project:

• when the Board filter references the Component or fixVersion

Steps to Reproduce

For Board filter:

1. Create a project A and create a Component (or fixVersion) with name "XXX"
2. Create a project B and create a Component (or fixVersion) with name "XXX"
3. Create a board whose Board filter references the Component (or fixVersion):
   •  project = A and component = "XXX"

Expected Results

Creating an issue on the board via Inline issue create should automatically assign it to the component "XXX".

Actual Results

The Created Screen indicates an error even XXX component exists 

Workaround

Have Components and fixVersions using unique names.
